The Panel members will, for example play, an important role in the accelerated development of the new East Wick and Sweetwater neighbourhoods, announced by the Mayor of London last week. These new neighbourhoods, will include 1,600 homes completed and fully occupied by 2023 rather than 2029 as originally planned. Five new neighbourhoods are planned on the Park in total as well as commercial space, parklands and community facilities.

The Quality Review Panel has 20 members and tests the fundamental design principles of planning proposals both at pre-application stage and as part of the application process itself. They support the work of the Legacy Corporation’s Planning Decisions Team which has considered new developments for the Park and the surrounding area since 1 October 2012.

To date, the Panel has provided comments on major schemes in the Park including Chobham Manor, iCITY and Canal Park. It has also been invited to comment on schemes in the wider area, including Stratford City and several mixed use developments in the Hackney Wick and Fish Island areas.

The new panel members are:

• Dan Epstein; Director of Sustainability at Useful Simple Projects;

• Mark Brearley; architect and Guest Professor at the Sir John Cass Faculty of Art, Design and Architecture
• Martin Stockley; of Stockley Urban Engineering whose design work ranges from heavy civil engineering structures, to the public realm
• Peter Stewart; founder of the Peter Stewart Consultancy which provides expert advice on architecture, urban design and planning
• Tom Lonsdale: a landscape architect with over 35 years’ experience in both the public and private sectors.

Ann Sawyer 
Access=Design

Ann is an architect and access consultant. She has been involved in inclusive design for many years and was Head of Consultancy at the Centre for Accessible Environments before launching Access=Design with Vin Goodwin. She has worked on a wide variety of projects including many education and historic buildings and has extensive experience covering design, audit and management of accessible built environments. She is also the author of the well respected book The Access Manual. In addition to her membership of the LLDC Quality Review Panel, Ann is a member of the South East Regional Design Review Panel and is a design surgeon for Urban Design London

David Bonnett 
David Bonnett Associates

David Bonnett is an architect and expert in inclusive design. David Bonnett Associates is one of the leading access consultancy practices in the UK, working on significant projects and with many of the major architectural practices in the UK, Europe and elsewhere. David also frequently lectures at national and international design conferences. He is an active member of several national committees with an interest in inclusive design and has published many articles and papers on the subject. The most recent (2013) is a guide on inclusive public spaces for the British Standards Institute.

Dan Epstein 
Useful Simple Projects

Dan is Director of Sustainability at Useful Simple Projects, a consultancy specialising in supporting organisations to develop and implement practical sustainability strategies and policies. Before founding Useful Simple Projects Dan was the Head of Sustainable Development and Regeneration for the London 2012 London Olympic Delivery Authority. A recognised thought leader in this arena he regularly speaks on major platforms around the world and is highly regarded for the way in which he manages to develop and deliver imaginative and practical propositions.

Lynne Sullivan 
SustainableBYdesign

Lynne Sullivan is an architect and Partner of SustainableBYdesign, an architecture and design practice. She has been responsible for a number of exemplar projects which have won national design and housing design awards, and she currently sits on regional and national design review panels and is an invited lecturer, judge and examiner in the UK and beyond. As a Member of the UK’s Building Regulations Advisory Committee for ten years, Lynne has led on energy efficiency (Part L) since 2008. She was awarded an OBE for services to Architecture in 2011, and is a member of the Government’s Green Construction Board.

Mark Brearley 
Guest Professor and advocate for urbanism at the Cass

Mark Brearley is a London based architect who has concentrated for 25 years on urban projects, nurturing and steering the evolution of places. He worked for the Mayor of London for 12 years up to 2013; firstly with Richard Rogers and the Architecture and Urbanism Unit, and from 2006 with Design for London. Between 2008 and 2013 he was the Head of Design for London. Mark has extensive experience as a teacher and is currently Guest Professor and advocate for urbanism at the Sir John Cass Faculty of Art, Design and Architecture. He has lectured widely and has collaborated on special projects and workshops in cities across Europe.

Martin Stockley 
Stockley Urban Engineering

Martin heads Stockley Urban Engineering, part of the Iesis Ltd Group for which he is also Group Chairman. His design work ranges from heavy civil engineering structures, to iconic new architecture, historic buildings and the public realm. He has developed an approach to the engineering of streets and public spaces based on people’s normal response to their environment rather than relying on controlling measures and his experience in this work has been embodied in Manual for Streets. Martin is a champion of good design and works regularly on CABE’s national panels, chairing Places Matter!, the north west’s design review panel and working with a number of the affiliated design review panels across the country.

Peter Stewart 
Peter Stewart Consultancy

Peter Stewart founded Peter Stewart Consultancy in 2005, to provide expert advice to private and public sector clients on architecture, urban design and planning. He acts as townscape consultant on major projects in London and elsewhere, including appearing as an expert witness at many planning inquiries. Peter was previously Director of CABE’s design review programme, responsible for expert advice on major development proposals across England. He has served as Chair of the regional design review panel for the East Midlands; as a member of the Stratford City Design Review Panel and London Advisory Committee of English Heritage; and as Chair of the Planning Group of the RIBA.

Tom Lonsdale 
Placecraft

Tom Lonsdale is a landscape architect with over 35 years’ experience in both the public and private sectors. As Chief Landscape Architect with Manchester City Council from 1975 to 1989 he led a broad range of projects including city centre public realm schemes. Subsequently, as founding Director of renowned landscape and urban design practice Camlin Lonsdale, he worked on major regeneration initiatives throughout the UK and abroad. He is a Design Council CABE Built Environment Expert (BEE) vice-chair of the Yorkshire Panel and chair of the Barnsley Panel as well as serving on the North East Panel.
