New arrangements for the proceedings of the LLDC Board and Committees have been put in place during the Coronavirus (COVID-19) pandemic to enable remote decision-making.  
These arrangements are set out in the LLDC Scheme for Remote Decision-Making. They have been put in place as LLDC does not benefit from the Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020, which enable specified organisations to hold meetings remotely. 
Matters will be considered Advisory Panels made up of LLDC Board or Committee members and decisions will be taken by the relevant chair under a delegation following consultation with the relevant Advisory Panel.
As set out in the LLDC Scheme for Remote Decision-Making (Appendix 1), proceedings will be held by remote access (video conferencing) and be open to the public except for when confidential, personal or financial information matters are being discussed (and these items will be marked on the agenda). Members of the public can view or listen, via remote access, to the public section of each Board and Committee proceedings and view copies of the public reports. Should a member of the public wish to remote attend, please email the address on each agenda for a link to the proceedings.
Agendas of matters that will be discussed and the reports on each topic for discussion (except any which contain confidential, personal or financial information) can generally be viewed on the website five days before the proceedings.
A note of the proceedings containing a statement of to the Chair’s decisions on each of the items of business on the Advisory Panel Agenda will also be published on the website as soon as is practicable.
